Silvia Aguirre, Principal
Silvia Aguirre is co-founder and Principal of Tax Technology Services, LLC (TTS), where she has overall responsibility for the operational efficiency of the organization, as well as the tax knowledge base. Silvia has been instrumental in the development of new products and services, such as the popular CertCapture suite of services which is used by many leading organizations. Previously, Silvia served as an Auditor for the State of Texas, in their San Antonio and New York offices. After her audit career, Silvia served as tax manager for national companies in manufacturing, retail and technology industries.
Silvia holds an MBA from the A.B. Freeman School of Business at Tulane University, a Graduate Certificate in State and Local Taxation from the University of Wisconsin, Milwaukee and a BBA in Accounting from the University of Texas.

Matthew MacNeil, Senior Vice President of Operations
Matthew MacNeil is co-founder and Senior Vice President of Operations at Tax Technology Services, LLC. Matt helped found TTS in 2002 and has since managed IT, process design and quality assurance. He was a principal designer of the CertCapture ECM Solution. Prior to joining TTS, Matt was the Accounting Manager at ePhysician, Inc., a medical technology company based in California, where he managed the accounting software system. Prior to that, he was the Controller of several divisions of Methode Electronics. Matt holds an MBA from the A.B. Freeman School of Business at Tulane University and a BS in Accounting from Purdue University.
Jeff Mitchell, Vice President of Technology
Jeff Mitchell is a partner and Vice President of Technology at Tax Technology Services, LLC. Jeff is responsible for automating the labor-intensive process of Exemption Certificate Management. His main focus for CertCapture is to ensure that the process of obtaining, processing and displaying certificates is efficient and accurate. Prior to joining TTS, Jeff spent a considerable amount of time analyzing and improving processes for many well-known manufacturing companies. Jeff compliments the management team with his extensive experience in the design of graphic user interfaces and the ability to identify and adapt the correct technology to a given process. Jeff has a BSE from Purdue University.
Dave Wilson, Director of Business Development and Sales
David Wilson is well-known in software sales circles with over 25 years of experience and a long track record of success.
With CertCapture since 2005, David leads the company's U.S. sales, services and field marketing divisions. As Director of Business Development and Sales, David drives strategic relationships with Enterprise clients and business partners while overseeing geographical and SMB sector marketing efforts. His business and technology leadership has been instrumental in the company's start-up, tremendous growth and expansion into emerging markets. During his career with CertCapture, the company has elevated from infancy to its greatest periods of growth and financial success.
During the course of his career, David has built exceptional sales and marketing acumen and has led several successful sales efforts, including at WALL DATA, where he earned “Global Top Performer” and numerous other awards. He held several National Accounts and Enterprise Sales Executive Positions in verticals such as Financial Services and Healthcare.
Early in his career, David was successful in selling Financial Accounting Applications, with successful stints with SYSGEN / INTEGRAL and GLOBAL Software.
Originally from Winston-Salem, NC, David graduated from the University of North Carolina and later attained an MBA from East Carolina University. He now lives in Cary, NC with his wife and two children.
John Jemsek, Director of Product Development
John Jemsek heads the development effort for CertCapture, the flagship product line of Tax Technology Services, LLC. With experience in software design, administration, hardware and networking, John strives to ensure that the CertCapture line of products is complete, reliable and feature-rich. Prior to joining TTS, John worked as an Applications Technical Prime for Nortel where he helped to improve product functionality and reliability for a number of global applications. John holds a B.S. from the University of North Carolina at Chapel Hill.
